Oct 27th UPDATE: I went by to check on the dog today...and found it off the leash and walking about happily. I played with it for a bit and when I left it made no attempt to follow me. So it seems it's content with it's new home....and maybe they were using the short leash to train it to stay near it's home (as some of you suggested). So we have a happy ending after all.
